Promoting Human Rights to Migratory Agents in Central America
Costa Rica is a destination for migrants and refugees and has provided asylum to many seeking protection. Migratory control is very important today as a key component of a nation’s security but must be executed in a way that respects human rights. Luis’ vision is to develop a training program for migratory agents in Central America that would result in the implementation of public policies regarding migration while ensuring the protection of human rights. His work in public service began in 2006, as the Head of the Planning Department within the General Direction of Migration and Foreignship, his responsibilities include the formulation, implantation, evaluation and monitoring of plans, programs and policies regulating migration in Costa Rica.
